1 Creekside planning application

A planning application has been submitted for the corner site of Creekside/Deptford Church Street for a mixed use development of housing and commercial units.

The land on which the development is proposed, opposite the Birds Nest pub, is currently occupied by the MOT centre at 1 Creekside, and the adjoining unoccupied area which the council fenced off with hoardings a year or more ago. This council-owned land was sold to developer Bluecroft, which owns 1 Creekside, under a deal which will see the council leasing back the commercial space on a long-term basis to generate an income.

I hope that the council has fully tested the viability of its plan, given the amount of new office and commercial space in the area that is either still empty, or just coming on stream. A number of spaces in the Deptford Market Yard building right next to the station still remain unlet, with the starter units in the market yard itself exhibiting a fairly high churn rate.  New developments on Creekside such as the high-spec, high-rent Fuel Tank at Faircharm and the Artworks spaces at the other end of the Creekside (and the other end of the rental spectrum) mean that the market is becoming somewhat saturated. 


It's a fairly small strip of land and the council's commercial space is intended to occupy an overheight ground floor which accommodates a mezzanine level, so the buildings have to be quite large in order to accommodate just 56 residential units. No matter how you cut it, this is going to have quite an impact on its neighbours. The architects have split it into two 'cores' with the intention of giving it a bit more character than a single block.

They've incorporated a yard at ground level which goes through between the two cores and around the back to Creekside. The documents show all kinds of nice landscaping, although I'm not entirely clear what a 'rain garden' is and the landscaping is often the bit that gets cut back when the penny pinching starts. What is intended to be a pleasant space for those who use it, more often turns into a drafty, litter-strewn wasteland. 



Talking of aspirational landscaping, there are a lot of trees shown on the renderings. Past experience suggests that when it comes to actually planting trees outside new developments there are a myriad reasons why they don't materialise - and considering that this development involves the loss of trees on the existing land, let's hope that the planners are willing to enforce their provision if the proposal gets permission.

Stephen Lawrence Centre fences to go!


It's not often that I am sufficiently moved to put an exclamation mark in a headline, but when I discovered that the Stephen Lawrence Charitable Trust had submitted a planning application for new landscaping around its building on Brookmill Road, and when I realised that this new landscaping includes TEARING DOWN THE FENCES, my heart sang.



I've always felt that this was a woefully unfriendly building - even finding the entrance door can be a challenge - and the fencing around it makes it look more like a Northern Irish police station at the height of the Troubles than the community building it is intended to be. This may be the reason I've never been inside. I don't dislike the building itself, just the overtly unwelcoming face it offers to its neighbours. 

Unfortunately the building was vandalised just a week after opening in 2008; the huge wall of glass designed by Chris Ofili was smashed by bricks thrown from outside the perimeter in what was dubbed a racist attack at the time. The fences failed to prevent the attack - finally they are going to be removed and hopefully the centre will start to have a more neighbourly relationship with the local area. 


First phase of the centre's reinvention was this week's launch of the new 'co-working' space which featured in Wallpaper magazine. It seems that the next phase will address the poor public realm on the site itself, and its relationship with Deptford.

There's not much in the way of renderings in the planning application, but the main change is going to be the removal of the steel fences and the gates, with just a low wall retained. A new pedestrian  route into the site will be created right in front of the building entrance, and a range of landscaping, picnic tables and raised planting will be installed within the site. On the Brookmill Park boundary there will be raised allotment beds.




I look forward to getting a full length view of the magnificent windows.

Sun Wharf revisited

I didn't make it to the 'consultation' event for this Creekside development which took was held last month, but I've been taking a look at the information that the developer put on show and which is now available on the website. It's still not a planning application as such, but I guess we can expect one to be made pretty soon, given that this is the second public event and that's probably more than enough to tick the required boxes.

I wrote about this development at the time of the last consultation, when the building heights were proposed as being seven storeys to 16 storeys high.


Scroll on a year and the revised plans (below) show that the heights proposed range from 'one to two storeys' to 'nine to seventeen storeys' although the information provided on the exhibition boards seems rather deliberately vague, and for some reason (no doubt to justify the height of the main tower) includes the blocks on Kent Wharf next door.


It's not easy to distinguish the difference in heights from the diagram above - if they'd chosen different colours rather than different hues of blue to differentiate the buildings, it would have been a lot easier, and of course the cynic in me thinks that was probably the reason behind the choice. And having one category ranging across potentially eight storeys, in particular since it only applies to two buildings, one of which is not even part of the development, muddies the water even more. 

Who are the 'communications' experts who put together these public consultation events? Since they are being paid by the developers, I shouldn't really be surprised that they seem more adept at creating smokescreens than at communicating basic facts to the general public.


What's all this about, for example? Why would the public care about how you intend to label the different parts of your development? What is a 'Victorian' wharf building in any case? What characteristics does it have and is it anything more than a vague aspiration at this point? Looking at the first image in the post there's nothing distinctly different about these buildings that I can see, frankly this diagram is irrelevant.

But I digress. Here's a few renderings from the 'information' boards for anyone else who missed it.

Oh look, green spaces! But not for the general public, only for the residents. These will be at 'podium' level, between the housing blocks. 



The renderings include an (almost) separate building for Cockpit Arts, whose current home on Creekside will be demolished to accommodate the development. I assume that they negotiating hard for favourable terms on the final scheme - having an independent building which ensures Cockpit Arts can continue its existing work in Deptford is essential. Presumably they are also in discussions to ensure that any impact on their designer-makers during the rebuild and relocation is minimised.


Of course it's all aspirational at this stage, but I was particularly taken by the level of aspiration needed to envisage the 'wonderful sunny aspect' that this new public realm is expected to have. 
The developers say that they are going to create a new public space 'in the proximity of the historic Normandy Dock inlet' which will have a cafe and outdoor seating. 

Looks quite attractive on the rendering, but in reality it is an east-facing strip of land which will only get direct sunshine for a short time in the morning, being overshadowed by the railway viaduct on the south side. Even its morning light could be threatened if/when Greenwich agrees to develop the land on the other side of the creek, no doubt with more of the high-density type of blocks that are already built on sections of the waterfront that have already been developed. And at the bottom of a seventeen-storey block it's likely to be pretty breezy.

Deptford carriage ramp now open - most of the way

The public realm on the old carriage ramp in front of the Deptford Project was finally unveiled last week - give or take a bit of snagging - and I was keen to explore and see what I thought about it. We've had a preview of what to expect ever since the area outside the station entrance was open to the public, with bins added after a fair bit of moaning about litter levels by the new businesses and yours truly.


It seems the litter problem is still not fully resolved - all three of the bins at ground level were full to overflowing on the first Saturday morning with presumably no prospect of them being emptied ahead of the busiest day for local businesses. Added to that when I did my rounds it seemed some of the new occupants were not fully buying-in to the clean and tidy theme of the forecourt.


Other than the three bins already mentioned - two on the approach to the station and one around the back of the new route, halfway along the carriage-ramp units - bins are notably absent from the whole of the remaining public realm. Either that's going to have to be resolved promptly, or it's going to need daily sweeping.


Currently the route through to the market is blocked off - no obvious reason why as the anti-cycling barriers are already in place and it all looks like it should be finished. 


There's not much greenery at the lower level aside from the planting right outside the station, and this pocket-handkerchief-sized bed seems a little out of place tucked alongside the extension to the back of St Paul's House. 


The two smallest arches of the ramp are open to provide access through to Octavius Street, although one of them is currently occupied by a plastic portaloo, presumably because the facilities that were promised for tenants of the units are yet to be finished.


Approaching from the high street along the ramp you get a good view across Douglas Square which has the potential to be a great people-watching spot when the market is on - and perhaps for observing the street drinker shenanigans and kids on bikes when it's not. 


Further up the ramp there's quite a few seats for those wanting somewhere to eat their lunch or drink a can of pop or something stronger. Sadly none of them are located in the best place for views.  There's two seats at the lower end that face out across the new public realm towards the extension on the back of St Paul's House, but the remainder all face away from the action, pointing directly at the new block itself. I'm somewhat puzzled as to the reason for this, perhaps it's more about 'managing' the use of this space rather than giving visitors a good view. 



Planters are made with weathering steel which means that they match nicely with the wooden benches. A couple of them have these huge hydrants sticking out of them which look totally out of place and rather ruin any effort to have everything matching and harmonious. I guess the landscape architects didn't have any say on this one, they just had to incorporate whatever the safety engineers specified.


The paving of the public realm is generally pretty good quality and the materials chosen look good. I'm hoping this will last beyond the first year or so before developing sunken potholes from bad construction or getting stained beyond recognition as a result of poor maintenance, like the stuff on the high street.

However it's unlikely to suffer wear and tear any time soon as there's currently little purpose for anyone to use the ramp. None of the commercial units at the upper ramp level is open yet - and with only one future tenant officially announced so far it seems like it could be a while before this changes.



You can't even use the ramp for its original purpose - to get to the station platform - because the ugly gates are firmly locked and there's been no attempt to maintain the top of the ramp in any case.

I seem to recall that the gates won't be open for public use until someone (presumably the developer) coughs up to have Oyster card readers installed. A ticket machine at the upper platform level would also be sensible, given that there's only one, alongside a ticket office with some of the shortest opening hours in the London area; apparently Southeastern is rolling out a whole load of new ticket machines but as yet there's no word whether that includes a second machine for Deptford.

Perhaps if tenants are found for the commercial units they'll be able to do some agitating as regards the access arrangements; until then, the ramp will remain something of a white elephant.


My only major bugbear about the quality of the final result is the disappointingly poor job that's been done on St Paul's House. The cheap replacement windows don't suit the rest of the building at all, and  stick out like a sore thumb alongside the elegant stone details of the lintels and door frames. It's difficult to appreciate the finer qualities of what could have been a simple and aesthetically-pleasing building when your eye is constantly distracted by these squat, ugly white frames. 



When so much care has obviously gone into detailing the public realm and the shop units in the carriage ramp, including designing bespoke street furniture to suit, it's sad that this level of quality does not extend to the buildings themselves.


There's still some snagging to be done, however, and I hope it is not going to be forgotten about. For example, the weathering steel of the bollards at the south entrance are looking a little, er, weathered, not to mention giving the impression of having fallen foul of the Deptford High Street Sunday Driving Fuckwittery. 


It would not surprise me - they do look a little insubstantial in this picture, and I'm sure it won't be long before at least one takes a bow courtesy of poor manoeuvres by UPS/Yodel/Iceland etc.


The boundary between the two different public realms is also quite clear here - the new market yard on the left, the 'traditional' high street paving on the right. Stand by for an update in six months or so...

New hotel for Deptford High St

wrote about the 'public consultation' on plans to build a new hotel next to Deptford Station last year. At the time it was simply a flyer and a couple of renderings, but now that a planning application has been submitted, I have been spending some time looking at the proposals in detail. If approved, the new hotel will frame the newly-created Deptford Project/Market Yard and the entrance to Deptford Station, so it seems salient to consider it a time when the public realm is finally about to come into use.

The application is for the demolition of the existing building which contains a number of flats and two shop units, along with a church hall at the rear, and replace it with a six storey hotel block of 70 bedrooms, including a new church hall (the freehold of the land belongs to the church next door). 


In the picture above, you can see the block of flats to be demolished on the left, the church roof in the background right in the middle of the picture, and the church hall in the foreground. New flower beds have been built along the existing wall and trees planted in the public space - from a distance (peeking through the hoardings) it's looking like the work done as part of the Deptford Project development will create the high quality finish they promised, at least as far as the paving is concerned. 



When occupants move in to the arches under the former carriage ramp, not to mention the restaurants that are promised for the main building and the back of St Paul's House and the 'artisan' market that is planned, the new public realm could be quite attractive.


It's a shame then that the proposed hotel will contribute nothing to this new streetscape.


The front of the hotel will dominate the existing parade of buildings and will overshadow the church - this rendering which is used on the front of the design & access statement is somewhat misleading. The viewpoint seems to be approximately floor level in front of the bar at the Job Centre, no doubt specifically chosen as being the only angle from which the top floors are not visible.


The proposal is to replace the building with a 70-bed hotel and a new church hall; six of these hotel rooms will be in the basement with no natural light at all, to enable the church hall to occupy the rear half of the ground floor, sandwiched between the hotel reception and the bin store. 

The only relationship that the building would have to the public realm around it would be a floor to ceiling glass facade at the ground floor on Deptford High Street. It would have no active frontage to the new forecourt leading into Deptford station, and its only relationship to the market yard at the rear would be when the lorry turned up to empty the bins. 


If approved, this would be a massive missed opportunity to continue the work that has been put into creating a pleasant environment alongside the refurbished carriage ramp. 

I commented previously on my utter disbelief that there was any need or business case for a 'boutique' hotel on Deptford High Street - especially given the large number of hotel rooms available within half a mile of Deptford Station.

Perhaps it would be wise to consider a similar case just a stone's throw away - the former Walpole pub on New Cross Road. A planning application to tear down this pub, which had some rather lovely interior tiling and other historical features, and replace it with a 60-bed hotel with a swimming pool was approved in 2010.

Nothing happened for several years until January 2013 when the pub suddenly closed and the owners announced that it was 'unsafe' and had to be demolished immediately. 

Shortly afterwards a change to the original application was granted permission; this would have seen the proposed swimming pool ditched and six more hotel rooms added.

By September 2013 the site owner had changed tack again, and began discussions with the council over a new planning application for an 81-bed student hall. But the proposed density was considered too high, and there were concerns over space standards in the design, so when the planning application was eventually submitted in 2014, and the application approved, it was for a 58-bed student accommodation block.

That wasn't the end of the story, however - it was third time lucky when the developer decided to go for another planning application, this time for an 87-bed 'specialist' student accommodation block. 

In this case 'specialist' means a mix of studio apartments and 'clusters'. Some of them the type of units that could quite easily be converted for private ownership perhaps? You would have to overlook the fact that there are no set standards for student accommodation, so some of the rooms might be a little pokey. But hey, there's a housing crisis on...

The application for this development, which represented a significantly increased density and higher buildings, was approved last summer. 


Almost a year from the latest approval, and three years since the pub was knocked down, the unsightly gap in the New Cross Road facade persists.

Copperas Street shenanigans - more council-owned land sales, planning appeals and other tall storeys

This week, Lewisham Mayor Steve Bullock and his nine-member cabinet will consider a report from the executive director for resources & regeneration which recommends selling off more council-owned land in Deptford to developers.

If the cabinet agrees to this recommendation in its meeting on Wednesday, the disused depot on Copperas Street will be disposed of to developer Kitewood in exchange for some of the new apartments that Kitewood will build on the site.

The five-page document which recommends this move gives a brief summary of the deal that council officers are proposing; full details of costs and the terms of the agreement are contained in the second part of the report which the cabinet will consider in a closed session at the same meeting.

Council officers have been busy negotiating behind closed doors, it seems, what with this deal and the one for Tidemill representing two significant land sell-offs in Deptford alone. As far as the Tidemill site goes, the agreement was built around an exchange of land for new school/library development at the Lounge, and affordable/social housing on the Tidemill site, the application for which is currently under discussion.

On Copperas St the agreement seems to be that the council will buy the adjacent land (which Kitewood effectively owns) for a nominal sum, then lease both parcels of land back to Kitewood for 999 years, and in return will receive 'a number' of units which the council would then lease on the open market, to generate income.

There are no details as to how many units Kitewood intends to build on the land, or how many the council would receive - whether this information is contained in the secret documents is anybody's guess, I assume at this stage with no planning application submitted, it has to be set out in percentages or something.

Unfortunately if the units the council is set to gain to lease out for its own income stream are calculated as a percentage of the total number of units built on the site, it would presumably be in the council's interest to ensure that as many units as possible are shoe-horned onto this waterside plot.

That would not trouble Kitewood too much, considering that it has already submitted a planning application (in the guise of Creekside Village Developments Ltd, a company which shares directors with Kitewood and which is currently dormant) to construct two blocks of flats on the land it already owns at Thanet Wharf - a mere tiddler of just ten storeys next door to a big daddy of 24 storeys which leers over the creek.


It's reassuring to see that not all developers want to dress their schemes up in the wolf's clothing of caring and sharing mixed tenure; the low-rise block with the view across the sterile wasteland of Creekside Village's public realm is reserved for the 'affordable' housing while apartments in the block with the Creek views and rooftop garden will be sold on the private market. Not so much a poor door as a poor block (although I realise in the context of the 'affordable' tag they will hardly be within reach of the average citizen).

The density and scale is similar to the scheme already approved for the parcel of land just over the border in Greenwich, which I wrote about some time ago; if it is passed as proposed, then before long Copperas St will start to exhibit some of the worst aspects of the Isle of Dogs sprawl.

Walking through the existing buildings of 'Creekside Village' is already a difficult task when it's windy - add a few more towers to that and any poor soul trying to negotiate the buildings at ground level will be buffeted from one end of the street to the other without mercy.

This planning application has not yet been approved, and with the chance to snap up the council's land in the offing, and discussions also under way to subsume the Laban Centre's car park into the development, in exchange for new facilities for the Laban Centre, it would make sense for Creekside Village Developments Ltd/Kitewood to wait until the negotiations conclude before progressing with its plans.

But this developer isn't taking any chances, and has already gone to appeal over non-determination of its planning application. The case that CVDL puts to the planning inspectorate is that Lewisham Council has been too slow in determining the case, even though the developer accepts that the appeal should be put in abeyance pending the outcome of the land negotiations.

CVDL has suggested that a date for a public inquiry be set for this summer, to allow time for negotiations to be concluded, a new planning application submitted, and presumably the planning department to reach a favourable outcome for the revised scheme.

I can't help thinking that it is a particularly cynical stance for a potential partner to take, rather like someone you are about to get into bed with making an appointment for the following day at the police station, just in case you sexually assault them. If I was to be charitable I would suggest that they were just taking sensible steps to protect their own interests, but unfortunately the particular language and style of the appeal documents (which are posted with the planning application here) do lend them a somewhat menacing tone which makes me very uneasy.

Update: This item was subsequently withdrawn from the meeting agenda.

Open House in south east London

It's Open House London this weekend, the one time in the year that you get to snoop behind the doors of buildings, houses and other structures that are normally off limits to the public.

It's also a great opportunity for me to write something fluffy and cuddly for any commenters who think I should stop moaning and pretend everything's rosy in the garden. Don't expect me to keep it up though - I'm far more interested in digging into murky dealings by local landowners or commenting on planning applications. If you're looking for jolly restaurant reviews, events listings and bland observations about the local area you'll be sure to find them elsewhere.

On the doorstep
If you want to keep it local, there's plenty to see in and around Deptford and they are all worth a look if you haven't been before. These are Deptford Green School (you will have to be well-organised, only on Saturday 10-11.30); Deptford Lounge (tours on Sunday 11-5); Rachel McMillan Nursery School and Children's Centre (Saturday 10-1); South East London Combined Heat & Power station (Sunday 10-3); Seager Distillery Tower (Saturday 10-5, Sunday, 10-1).

Don't be confused by the suggestion of 'tours' at the Seager Distillery Tower - it's essentially a lift to the top floor where you get to enjoy the views. While dramatic, they are a bit restricted by the fact that the glazing is substantial and it's not fully 360 degrees, more like about 250 degrees around. But still worth it.

A bit more effort
If you want to go a bit further afield and are looking for something a bit different, here's some ideas.  I've tried to avoid any where pre-booking is required - these are all turn up on the day.

Trinity Hospital, Greenwich
A chance for a closer look at this lovely building should not be passed up - drop by on Saturday between 10am and 4pm and you'll be granted admission to the courtyard and chapel of the early 17th century almshouses, which sit somewhat incongruously next to the looming brick of the old power station. And you have the splendid Cutty Sark pub just a few minutes away for great ale and food.

Even if you don't manage to get here for the free tours on Sunday, I recommend a visit some other time. There's not a whole lot to see in the actual building, but the views will keep you up on the tower top for some time. When I visited it was cold and drizzly - the tower top had been closed earlier that day due to the pissing rain - but we still lingered for some time, admiring the views and trying to work out what everything was and spot the familiar landmarks.

There's also a cafe in the bottom selling lovely soup, sandwiches and cake - you can sit outside on fine days - and of course you have the whole of the woodlands to enjoy too.

Bring plastic boxes for blackberries either here or on nearby Woolwich Common.

Sunday 10.30 to 4.30



I went on a tour of this new building in the heart of Greenwich when it opened a year ago, and was greatly impressed - little wonder it's nominated for this year's Stirling Prize. Definitely worth visiting, there's plenty to see behind the striking facade - including roof garden study spaces, a TV studio, beautiful library and plenty of other interesting study spaces. I visited just ahead of the first student intake - it will be fascinating to see how and if it's changed.

You'll have to excuse me for including this crime against architecture in my list, but I do have good reason. Firstly, it's always better to be inside an ugly building looking out, and secondly I reckon there could be some good views to be had. Apparently it has the largest pillarless ballroom in Europe (3,100sqm since you ask), 453 rooms, conference spaces and 'sky bar' (is that some kind of celestial structural engineering gadget?) in its 18-storied glory.

There's no detail of which of these attractions you get to visit in the guided tours, but hey, it's free!

I've been trying to get on this chopped up bit of ship that hovers on the fringe of the river next to the Millennium Dome for years but always seem to miss it! It's a combined sculpture/studio for its creator Richard Wilson, which explains why you will sometimes see it occupied. Diamond Geezer went to it during Open House a few years ago and his blog post tells the interesting story of how it came to be there.

There's plenty more gems in the listings that I just don't have time to cover, including 'Many ways to sit: the social dynamics of General Gordon Square' in Woolwich, which takes a look at the public realm, the problems and potential of seating in public places - presumably how to balance the needs of the general public against the perceived problem of attracting street drinkers and the like.
